iPad Mini Wifi + 3G
Realistically you’ll more than likely want to stay away from any contract thats <1 GB of data as you WILL drive through this no problems at all. Very casual users should aim for 1 to 2GB as you’d be amazed at how watching videos, face booking all mount up.
